- On the day of arrival in Hong Kong or within the 3 days before the day of arrival in Hong Kong, you, and your accompanying person(s), should allow sufficient time to take a COVID-19 (RT-PCR) nucleic acid test (“RT-PCR nucleic acid test”) at any of the medical testing institution in Guangdong Province or Macao that are mutually recognised by the governments of Hong Kong and Guangdong / Hong Kong and Macao, and obtain valid proof of a negative test result. The test result will be valid from 3 days from the date of specimen collection (for example, if the sample is collected on 19 September 2021, the test result will be valid until 22 September 2021).

Information about the medical testing institutions that are mutually recognised by the governments of Hong Kong and Guangdong / Hong Kong and Macao are as follows:

(1) Medical testing institutions located in Guangdong Province which are recognised by the Hong Kong SAR Government:
- i. All medical testing institutions in Guangdong Province that can upload negative RT-PCR nucleic acid test results to “Yuekang code” (粵康碼) system;or

ii. The medical testing institutions in Guangdong Province can be accessed on nucleic acid testing organisation enquiry (「核酸檢測機構查詢」) function via State Council Mini Portal, or listed on its official website (http://bmfw.www.gov.cn/hsjcjgcx/index.html).

(1) Medical testing institutions located in Guangdong Province which are recognised by the Hong Kong SAR Government:
- After having taken the COVID-19 nucleic acid test with a negative test result, you, and your accompanying person(s), should obtain a valid “Yuekang Code” (i.e. the “Health Code of the Guangdong Province”) or “Macao Health Code” (depending on your location) which you may use to submit the declaration through the electronic health declaration system of the Department of Health to obtain the corresponding QR code for your trip to Hong Kong.
- A person meeting all conditions as specified under section 12(2) of the Regulation will be issued a green Come2hk QR code, with which the person will not be subject to compulsory quarantine upon entry to Hong Kong at the specified entry port on the appointed date.

To facilitate the checking process, you, and your accompanying person(s), are reminded to bring along, in addition to the green Come2hk QR code mentioned above, the following for you and each of your accompanying person(s):
- Valid nucleic acid test report with a negative test result (either electronic form or in paper);
- The original copy of the identity document (which is the same as the one used for booking the quota);
- Proof of successful booking page of the Booking System (either an electronic copy or a printed copy).
- To avoid long queues or unsuccessful code conversion due to unstable network connection at the control points, you are strongly advised to complete the aforesaid code conversion from either the “Yuekang Code” or “Macao Health Code” (depending on your location) to the electronic health declaration form of the Department of Health within 24 hours before you arrive at the port of entry. Please refer to https://www.coronavirus.gov.hk/pdf/Come2hk_Code_Conversion_GD_en.pdf for the conversion steps from the “Yuekang Code” or https://www.coronavirus.gov.hk/pdf/Come2hk_Code_Conversion_MO_en.pdf for the conversion steps from “Macao Health Code”.
- Those who fail to obtain a Come2hk green QR code after submitting their electronic health declaration may still be subject to compulsory quarantine upon their arrival in Hong Kong.
- The inspection authorities at the control points will inform the persons coming to Hong Kong in case they are not exempted from compulsory quarantine due to reasons, for example, not bringing along a valid nucleic acid test report with negative result, not entering Hong Kong on the appointed date and at the specified entry port, or having visited places other than Hong Kong, Guangdong Province or Macao, or any area being classified as at-risk places that are temporarily inapplicable under the Return2hk/Come2hk Scheme within 14 days before entering Hong Kong.
- The final entry arrangement will be determined by the inspection authorities at the control points having regard to the conditions of this Scheme and all relevant circumstances.
- When you return to Hong Kong, you, and your accompanying person(s), must bring along either an electronic copy or printed copy of this successful booking page of the Booking System for checking upon request at the entry port.
- You, and your accompanying person(s), should allow sufficient time for taking a COVID-19 (RT-PCR) nucleic acid test in a testing organisation in the Mainland that is recognised by the National Health Commission of the People’s Republic of China. The sample should be taken from the person(s) concerned on the day of arrival at Hong Kong or within 3 days before the scheduled date of arrival at Hong Kong. The returning Hong Kong residents should make sure they can present the original copy of a paper-based proof of a valid negative nucleic acid test result when checking-in and upon arrival in Hong Kong. The list of testing organisations recognised by the National Health Commission of the People’s Republic of China can be accessed via the State Council Portal Mini Program (「國務院客戶端」小程序) on nucleic acid testing organisation enquiry (「核酸檢測機構查詢」) function. Before taking COVID-19 test, you, and your accompanying person(s) should visit the above-mentioned Mini Program to check whether the testing organisation concerned is included in the list and save the screenshot which shows the testing organisation concerned is included in the list, for use at the airport check-in counter in the Mainland and upon entry into Hong Kong. You can access the above-mentioned Mini Program by scanning this QR code on WeChat.
- You, and your accompanying person(s), must return to Hong Kong on the date and via Hong Kong International Airport as specified in the booking. Before checking-in at airport in the Mainland, please submit health declaration form(s) on the electronic health declaration system of the Department of Health of the HKSAR Government at www.chp.gov.hk/hdf. If a “Green” QR code is generated after submitting the electronic health declaration form, in order to fulfil conditions for exemption from compulsory quarantine, you are required to bring along: a valid Hong Kong Identity Card or other identification documents; the confirmation of a successful booking (i.e. an electronic copy or a printout of the booking confirmation page); and the original copy of a proof of a valid negative COVID-19 nucleic acid test result issued by a testing organisation recognised by the National Health Commission of the People’s Republic of China, together with the screenshot to prove that the testing organisation concerned is a recognised one included in the list on the State Council Portal Mini Program on nucleic acid testing organisation enquiry function.
- If a traveller received a “Pink” QR code upon submission of his/her electronic health declaration form of the Department of Health, it means that he/she has yet to fulfil all the conditions for exemption from compulsory quarantine under the Return2hk Scheme and will be subject to compulsory quarantine upon arrival in Hong Kong.
- You, and your accompanying person(s), will need to go to the Temporary Specimen Collection Centre at Hong Kong International Airport upon arrival in Hong Kong for COVID-19 testing and wait for the result at a designated location until a negative test result is obtained before they can proceed with immigration procedures.
- The final entry arrangement will be determined by the inspection authorities at the control point having regard to the specified conditions of this Scheme and all relevant circumstances.
